DETERMINATION ON BENEFITS PROVIDED TO FORMER MEMBERS OF PARLIAMENT
The Salaries and Allowances Tribunal has issued a Determination regarding benefits provided to Former Members of the Parliament of Western Australia.
- ends the provision of post-Parliamentary benefits for former Members who qualified under arrangements that were in place before 1999;
- reduces entitlements provided to former Premiers; and
- confirms that benefits will not be provided to former Members elected after 1999.
In 1999, the Tribunal determined that newly elected Members of Parliament would not receive post-Parliamentary benefits, but previous arrangements were maintained for those Members who already had qualified at that time. As a result, newly elected Members received no benefits, but eligible Members were able to claim them.
This Determination ends the provision of benefits to all former Members of Parliament, stating:
"The Tribunal has reviewed the continuation of these benefits to former Members and, having regard to current standards, the Tribunal considers there is insufficient justification for those benefits to be maintained."
The Tribunal has distinguished those who have served as Premier, in recognition of the status of the office and the potential for former Premiers to continue representing the state and working in the community.
This Determination significantly reduces the scale of benefits available to former Premiers, but reasonably maintains their capacity to claim costs arising directly from their former role. The Determination states:
"In future, direct support will be limited to claiming the costs of administrative assistance immediately following their Parliamentary careers, and support to attend official functions in their capacity as a former Premier."
